This article studies the insurrection movement in the province of Veracruz, with especial emphasis on the diversity of actors in a region which was both ethnically heterogeneous and very uneven from a geographical point of view. The different phases of the war, and their relation with the creation of constitutional municipalities provided for in the Cadiz Constitution, as well as the breaking down of the political hierarchy of the different territories, are described.
