In mid-17th Century the Dominican frontier region was practically empty, Azua being the only surviving inhabited place after the depopulation of the territory. The situation changed through the colonization process that took place during the first half of the 18th Century, by means of which two new villas were established: San Juan de la Maguana and Neiba. Our study aims at demonstrating that the Governmental mercantilistic doctrine had no influence in the Dominican frontier. There existed a tacit alliance of military people from the Capital city, internally united by blood relations, the General Captains, and the elites of the frontier towns.
