This article analyzes the "98" and its meanings, namely the fact that the Porto Rican élite acepted it as a path opened for developement of a modernizing project under US leadership. A re-organization of the country was expected as a consequence of the Empire's democratic liberalism. This was however resisted by the local economical, social and cultural conditions. Although some achievements must be recognized, it is necessary to analyze whom they benefited and what they were meant for.
