Sugar supply in Jamaica and Guyana has been subjected to strong historical fluctuations. Although the situation has changed since the seventies thanks to the agreements signed by these two ACP countries with the European Union, their growth is limited due to the export quotas assigned. This article analyzes this problem, the creation of the EU/ACP preferential market and its consequences on the sugar production of these two countries. It also studies the recent policies adopted by both governments to incentivate and modernize the sector as well as consumption practices. Finally it is argued that future perspectives are not good due to the sector’s extreme dependency on a very fragmented, regulated and stagnated international market.
