The Spanish American wars for independence had a great impact in Spain and the reactions in the Península were unanimous. An important voice was that of Garay, minister of the Treasury in 1916-18, and considered a progressive politician, but of inflexible opinions regarding America (e. g. he opposed free trade). He supported the idea of foreign mediation to solve the American crisis, as an expression of European gratitude to Spain for her role in the struggle against Napoleon.
