Negociar la paz en Cuba

The article deals with the several attempts to achive a negotiated arrangement between Spain and the cuban independentists. The american President, Cleveland, and the Secretary of State offered thir mediation. The President of Ecuador Alfaro, and the President of the Dominican Republic Ulises Hereaux, put forward several peace proposals. In Paris, Betances took part in non official negociations. All of them failed: neither the cubans wanted to discuss their independence nor Spain its sovereignty.
