Analysis of a little known institution which was of great importance in the context of the changes that occurred in the relations between the metropoli and the American territories, after the fall of the absolute monarchy. When the Spanish liberal system was created, it was designed to be a mechanism of reorganization and reform in many aspects of American life. With its many powers, it intervened in the process of election of American delegates to the Spanish Parliament, and it persisted even after the formal independence of Spanish America.
