Abstract


One of the more important measures of late Bourbon reformism was the establishment of new consulates in America. Parting from the study of a specific case -the consulate of Cartagena de Indias, founded en 1795- the article follows the evolution of the institution from its technocratic origin to its conversion into a platform of political action, showing the relations between science and politics in New Granada, and paying special attention to the consulate's project of public works.
