The author studies the main problems affecting Peruvian town councils in the second half of the eighteenth century, paying special attention to initiatives and resolutions adopted by the Crown in the process of incorporations of Lima during the intervention of the General Inspection. Particularly interesting is the internal composition of the capital's council and its renovation, as well as the drive to revitalize its financial resources and its autonomy in opposition to the poower and interference of the viceroy; to such a degree that it and the provincial town councils became channels through which American-born Spaniards could express their aspirations and prerrogatives.
