Abstract


At the time when the Spanish State handed over the management of the tobacco monopoly to a private enterprise —and the Compañía Arrendataria de Tabaco (Tobacco Leaseholder Co.) was created— the Philippine market played a relevant role in the supply of both leaves and manufactured products. However, that modification entailed changes in the norms governing the changes undergone and the establishment of a new commercial policy that laid down rules for the relationship between the Compañía Arrendataria de Tabaco and the Philippine General Tobacco Co.
