Based on extensive Mexican sources, the article examines the political acts of the first governor of California: the expulsion of the jesuits and their substitution by franciscans, military personnel, and the attempts to encourage the social and economic development of the peninsula. The uneven results led to a decline in the interest shown by visitor general José de Gálvez, who was Portola's first protector and who eventually replaced him.
