«A technical conflict of interest»: Corrupción en el programa de ayuda económica estadounidense en el Perú, 1955-1961

Resumen

Este artículo analiza el impacto en el proceso de discusión y aprobación de la Alianza para el Progreso de una investigación congresal sobre denuncias de corrupción en el programa de asistencia económica estadounidense en el Perú. Dicha investigación se desarrolló en medio de un proceso de transformación del programa de ayuda económica para América Latina. La reestructuración del programa de ayuda, provocada por la revolución cubana, comenzó durante la administración Eisenhower con la fundación del Banco Interamericano de Desarrollo y se profundizó con la Alianza para el Progreso propuesta por Kennedy. Planteamos que los hallazgos de esta investigación fueron usados por congresistas enemigos y críticos del programa de ayuda económica para cuestionar su eficiencia, y oponerse a la reforma y expansión propuesta por Kennedy. Este artículo está fundamentado, principalmente, en fuentes del Congreso de Estados Unidos.
